December Maintenance Happenings
Grunion Walkway Repaired
A segment of the cement walkway was repaired/replaced between the 16512 building due to tree root invasion.
Cabana Spa Opened
Action Property Management has stated that the Cabana Spa/Pool is now open, One lock and the close sign has been removed from one of the gates to the Grunion Spa/Pool. But one gate still has a close sign and is still locked. It appears that the vendor did not remove the lock or sign. The HOA is in the process of removing this lock. Cabana Spa/Pool has passed inspection and was scheduled to be opened sometime in December.
Lago Gate Leak
Referred to by Residents as “the Plumbing Leak from Hell”, with two day’s notice with water turned off once again on December 16th, and reported that the Lago Gate leak has been found and repaired on Thursday. But on Friday December 18th, it was found that the water was still leaking from the same source. Scott English then spent all day Friday trying again to repair this leak, and as of the weekend, no more leaks appeared. It should be noted that these original water pipes were installed in 1979-80 when the complex was first built.This slow leak that we have, continued from a previous leak at the Lago Gate which was made earlier in December> This was from another unsuccessful repair that was stated in November. Fortunately water service was still provided to the two affected buildings in the evenings even with water leaking down the street.. Residents of the 4861 Lago and the Cabana buildings experienced several unannounced water shutoffs because of the multiple water leaks near the City water meter at the Lago Gate. 
Grunion Mailboxes Replacement
A new Mailbox set was installed at the Grunion Mailboxes in the middle of December. It replaced the deteriorating mailbox set that had been partially failing. Previously, the old mailboxes were temporarily repaired and were being used till new mailbox set arrived. Replacement of the Mailboxes was to take place on December 8th. Unfortunately, the wrong size mailbox set was ordered. Mail was not delivered to five Grunion mailboxes. Residents could only be picked up their mail from the Post Office on Warner near Goldenwest. This problem occurred in November, which affected residence having their mail returned to sender if left at the Post Office for more than 10 days.  ■

Lago Gate Water Leak
Unfortunately, the water leak at the Logo Gate even after three full days of repairs is still continuing.
As of October 30 water is still trickling down Green Street from the Gate entrance. But fortunately the 40 units still have both cold and hot water service.
Initial History So Far
A slow water leak developed near the water meter at the entrance to Lago gate and was first reported to Action Management Company on November 11th. Because this was not considered an emergency by the management company, they followed normal protocol and no action was taken by them until six days later.
It's Your Property Too
Several residents noticed this leak at least five days prior, but chose to ignore this problem believing someone else will take care of it, but YOU are responsible! This is YOUR community, and if you don’t take care of our community, no one else will.(see "We Are All In this Together") .
First Investigation
The first investigation by Scott English Plumbling caused a fracturing and eruption of the main water line causing a shutoff to several buildings including the pool area. We are now at nine days and this particular leak, and it’s turning into a “Can of worms” with multiple leaks being discovered.
Another Two Days at Logo
Scott English Plumbing spent more than 12 hours to locate and repair three leak at the Logo Gate. Water service was returned to the residents that evening. But the three leaks were not repaired only their flow reduced. To complete the repair required speical parts. The following day, Scot English Plumbling finished what they though was the final repair until a couple of days later and over the weekend when the Lago Gate leak re-appeared.
Broken Mailboxes
Earlier this month, several mailboxes from Grunion and one on Cabana have been broken and in need of repair. Those residents who have broken mailboxes, are temporarily receiving their mail by going to the Central US Post Office located on Warner Ave. at Goldenwest to pick up their mail and packages
Grunion Pool
Since November 2nd, the Cabana pool has been closed for maintenance and repair. Although it looks like the Spa has been repaired and is full of water as of November 17, the chemicals need to reach their required level to close this project before it will be re-opened. ■

Editor Notes:
  • The leak at the Lago Gate near the City Water still has not been fixed. See Logo Gate Leak (above).
  • The Cabana Pool will remains closed through Thanskgiving. The eariliest it will reopen will be Thursday next week. Some minor stucco repair is still needed. But the major delay is waiting for the Board of Health to inspect the spa repair. This is sheduled for late next week.

September Maintenance
More Balcony's Repaired
Pro Pilot Deck Repair moved to the 4791 Lago building to do balcony and railing repairs during the first week in September. They are about half way through the original list of repairs to be done in the complex.
Walkway Block Both Side?
In the August maintenance article we mentioned the water pipe line leak on Grunion and the sidewalk being removed to replace the water pipe. The sidewalk has not been replaced yet and now another problem with the sewer pipe in the same area on the other side of the building has to be replaced. The work has started but it will take a few days to complete. Meanwhile residents in the affected area have to find a different way around the two blocked sidewalk areas. ■

August Maintenance
Cabana Inside Gate Latch Repaired
At the end of this month and shortly after the August HOA Board Meeting, the Cabana Electronic Gate inside latch has finally been repaired. Broken for almost two months, residents can now easily exit the property without the need to walk around to another gate or use their Gate remote for access.
Another Big Hole
There was a main water pipe leak near the Basket Ball Court on Cabana. Water seeping above the ground was noticed by a resident, who immediately called Action. It turned out to be a main line for the sprinkler system. Shown here is a workman from Terre VerdeLandscapers who dug a hole almost five feet deep and is hand pumping the water out to make the repairs. Fortunately this was not a building main water line.
Balcony Repairs Continue
Several balconies were repaired or replaced in August by a new maintenance company Pro Pilot Deck Repairs. Because many deck were being repaired in a group on the Cabana-Lago-Blackbeard side, Pro Pilot established a staging area using the three visitor parking spaces near the fire gate at Blackbeard Lane and Heil Avenue.
Grunion Main Line Leak
A main water pipe broke to the 16521 Grunion Lane Building flooding the walkway sending water down the sidewalk to the driveways. Scott English Plumbing as able to install a temporary drain hose to divert the leak to a nearby stream. The walkway near the leak and serving the two Grunion Buildings has been blocked of awaiting sidewalk repair. ■

ADDITIONAL TREE TRIMMING
Additional tree trimming was performed this month--mostly near the two Blackbeard buildings. Trees that were missed in the original tree trimming were added in this final trimming for the year.
HIDDEN DRAIN CLEAN OUT PIPE FOUND
A longtime resident who lives in a bottom floor one bedroom unit in the 4861 Lago building has complained about water back ups in his kitchen sink for years. Each time a plumbing company came out and cleared the drain only to have the problem reoccur from time to time when the upstairs units used their sinks.

When the sink over flowed recently Scott English plumbing was sent out and they discovered that the clean out was located in the wall going to the outside wall of the unit and that it was plastered over when the building was constructed. It was hidden and not accessible from the outside. They broke through the stucco in the outside hallway. and turned the drain clean out pipe to point to the outside. They were then able to clean out the drain pipe.■

ABANDOM BALCONY DESIGN IS SAFE
A homeowner passed on to Harbour Vista News, that someone had reported to the City of Huntington Beach that the HOA redesigned balcony wasnot structurally safe. The cross beam wobbles in the new replacement. But City Inspector concluded that because the new design still uses the same structural support from the previous design, it was safe and could not be "Red Tagged".
History
This new design was approved by the Board as a cost cuting project. Four balconies were rebuilt with this new design starting in September 2014. See Balcony Resdesign. After several property owners complaint that this design was wobbely, the Board returned to the original balcony design. See March HOA Meeting Highlights.
Architectural
Four units had balcony repairs with this new design. This new design does not match the outsides of the buildings for 176 units. Three of these homeowners have two balconies (3 bedrooms) for their unit which are now mismatched.
Only if Unsafe
At the May 2015 HOA Meeting, the Board stated that they would only authorized balcony repair if there was a safety issue. ■

April Maintenance Happenings
BABY DUCKS RESCUED
Recently a group of baby ducks fell into the large hole and exposed pipe by the 16512 Blackbeard building. Some residents were able to get the baby ducks out and reunited them with their mother duck. Another resident then placed a piece of plywood over the hole so other baby ducks don't fall in – again!.

In the March Maintenance article we wrote about this hole and the attempted pipe repair that started in February. It has been over 2 months and the hole remains and the repairs has not been completed.

There is a work order on the Action Vivo web site for the repair of this sewage line for the 16512 building dated 3/18/2015. It is necessary to open up the cement slab in the unit next door to the hole to access the broken pipe and make repairs. Action is attempting to contact the unit owner to gain access.
OLD DESIGN REINSTATED
A patio railing on a ground floor unit in the 4831 Lago building has been replaced using the original design for patio and balcony railings in the complex. While a new design was used when replacing railings on 4 balconies earlier this year the board decided to go back to the original design for future replacement of railings in the complex. One homeowner whose balcony railing was replaced with the new design does not like the design and would like the board to approve having his balcony railing restored to the original design. This homeowner is waiting to see if the board will approve having his balcony railing retuned to the original design.■

MAJOR POWER OUTAGE
Electricity Off for One Full Day
On Thursday March 19, Harbour Vista for the Lago,Blackbeard and Cabana buildings had their electricity turned off. The outage was scheduled from 8AM to 3:30 pm. But did not end until around 5:45pm. Edison sent out notices last weeks about this planned outage. Some residents complained they did not receive a notice. But the notice could have been confused as junk mail.
Not Fully Explained
Edison did not fully explain in their notice that this power outages would also affect parking and the garage access from Cabana Drive. Late on the day before, residents were surprises to see parking and access notices along the Cabana driveway.
No Phone, No Hot Water, Odor
Because of the outage, many residents did not have their land line phones working as the Verizon battery back failed shortly after the outage started. Hot water circulation was also off as well as the boilers. The Stream pumps stopped and water levels fell with bottom rocks and mud exposed. As the day went on and the temperature rose, the streams began to smell.
Heavy Equipment
The Edison contractor brought in a lot of heavy equipment to pull lines from two main distribution system on the phase I property. These lines were in very bad shape (approximately 40 years old). One workman stated that if they would had of broken, electricity for the Blackbeard, Cabana and Lago buildings could have been out power for 4 days for repairs.
No Hot Water
When power was restored, the stream started circulating. But at lease one of the hot water boilers failed to start up properly. This was not noticed till the next day with residents enduring cold showers in the morning. Scott English Plumbing was dispatched by Action Property Management after residents complained to reset one Boiler affecting the first Lago Building and the Cabana building off of Green Lane. ■

March Maintenance Happenings
Brick Wall Repaired
In last year's December Maintenance Happenings, we reported that the Brick wall at the entrance to the Grunion Gate had fallen down due to folliage issues. This month it has finally been repaired.
Clubhouse Repair
For more than a couple of years the supporting beams to the entrance to the Cabana clubhouse
have been deteriorating due to dry rot. This month the old bean was removed and a new beam installed.
Electricity Never Shut Off
Residents received a post card notice from SCE regarding a turn off of electricity for the Cabana side of the complex. However, due to rain that day the shut off was postponed. SCE will notify residents when the shut off is re-scheduled.
Umbrella in the Stream
Wind lifted and blew one of the umbrellas at the Cabana pool into the stream. The umbrella blew over the fence around the pool into the stream. A worker from Diversified retrieved the umbrella from the stream and placed it on the bridge leading to the pool to dry out. The umbrellas at the pools should probably be bolted to the stand/bases so they don't fly off.
When Will the Hole Be Filled In?
Scott English plumbing had to dig a rather large hole to reach pipes that needed to be repaired by the 16512 Blackbeard building. This was weeks ago and the repair seems to be completed but the hole has not been filled in. In checking with Action we were told they didn't have a work order for this so they would check on it and get back to us. Haven't heard from them yet. ■

February Maintenance Happenings
Fire in Trash Bin
Around 12:15 PM on February 26th the H.B. Fire Department was called to extinguish a fire in a trash bin on Blackbeard. The Fire Department quickly put the fire out. The lid on the trash bin was damaged/melted from the fire and the trash in the bin burned. There was no other damage and the Fire Department did not identify the cause of the fire.
Residents should always use caution when throwing anything that might still have a flame or be burning into the trash bins.■

At the Same Time
Water
and Electricity
On Monday March 2, Harbour Vista will have its electricity turned off from 8AM to 3:30 pm. Also on the same day, water will be turned off in the 4861 Lago and the 4852 Cabana Buildings from 3:30pam till 6PM. Edison has already sent out notices a couple of weeks ago about turning off the power. The reason for the water turn off is that the Board wishes to enforce it's Water Protocol for the first Monday of the first week of the month. Those effected should use their dishwasher, washing machine and clothes dryer the night before. The water turn off issue is kind of an emergency since the affected homeowner has been without hot water for about two weeks.
