Graffiti Vandalism on Heil
The perimeter block wall along Heil Avenue on the Grunion Side of the complex was vandalized the weekend (December 28th) with Graffiti. Harbour Vista has experienced some modest Graffiti vandalism from time to time, but never to this extents. It has taken eight days for it to be removed.

This vandalism was reported on December 30 to Action Property Managementm (new years eve). But it was a very bad time for this to happen as many of the Harbour Vista maintenance companies were on vacations. On January 7, 2014, Island Pacific Contractor power washed the walls to remove the Graffiti. The was eight day since it was first reported.

Graffiti vandalism is motivated by the perpetrators ego. Accoding to psychologist, the longer the Graffiti stays up the more the perpetrator is motivated to do it again. Residents who see Graffiti vandalism should be reported it to Action Property Management. You can also send email to the HAO Board. There is no legal requirement to call the police. If you observe any person committing this act, Immediately call the police. Do not confront the perpetrator or perpetrators directly.
The City of Huntington Beach has a Graffiti Hot Line which is 714-960-8861. Photo graphs of the graffiti will be taken and police report filed. Certain styles of Graffiti has been identified to individuals. But according to the Police Department, the only way that this can be stopped is catch them in the act-which is very difficult to do. If you see graffiti, do not assume it has already been reported. As property owners at Harbour Vista, we are all responsible for maintaining the community.■

  1. Your VOTE is important. Although the Amendments to the Bylaws Ballot is long and contains a lot of legal language there are simply only two major changes. One is to have TWO YEAR STAGGERED TERMS and the other is TO CHANGE CUMULATIVE VOTING. The Board now has around thirty (30) non-voting, for quorum only PROXIES they can use to meet quorum at the March 31st counting of Ballots. It is all the more important that you return your Ballot so your choice on these amendments to be “AGAINST” OR “IN FAVOR” will be counted. For over 30 years our Election Rules have worked fine. Why change them now?? Who benefits from these changes? Is it the HOA Members or the HOA Board Members to secure their re-election? Harbour Vista News suspects it is the latter, therefore we urge our Readers to return your Ballot marked “AGAINST” on both Amendments.
  2. The Board will vote on the changes to QUALIFICATIONS FOR BOARD MEMBERS at the March 31st meeting. While you will NOT have a Vote on these changes you can let the Board know if you AGREE OR DISAGREE with these changes. Some homeowners in Harbour Vista have expressed their resentment of the number of condos that are renter occupied. They also express a concern that if the owners of the rental units are allowed to serve on the Board they might raise our HOA dues. This “FEAR” IS UNFOUNDED. The owners who have rental units in the complex have just as much concern that the complex be well maintained and that the HOA DUES be reasonable and NOT go up! They pay HOA dues just like Homeowners who live in the complex and will have to pay any special assessments that come in the future. I am one of those owners and this is how I feel. Also, some of these Owners might be willing to serve on future Boards and have experience and knowledge that would benefit our HOA. Lastly, it seems only FAIR that there be a BALANCE on the BOARD and Owners who have rental property in the complex can be a part of future Boards. They have an investment in the community!!"

Cabana Lane Tree Trimed
On October 1, 2013, Tierra Verde Landscaping improved the view of the Cabana Lane and Blackbeard Lane by trimming four of our very tall trees. Cabana Lane Gate drive through had trimmed two pine trees open up and shaped to show more light that faced Heil Avenue.

At the corner of Blackbard Lane and Lago Drive, two other trees were also shaped and open up. ■

The Pothole That Wouldn't Die
It was a surprise to have a new pothole appear at the exit to the Grunion Gate. But this was no ordinary pothole. First it started as a crack and then the ground around it started to sink. All within a couple of weeks. A work order was sent out for the repair. The HOA Board announced that it would be fixed right away. But
water now appeared in the hole and it was getting bigger. Scott English Plumbing was sent out to investigate. The ground was dug up. The culprit was located as a broken irrigation line under the driveway. The pothole area was block off to dry out. On Friday October 4, the pothole finally ended its life with asphalt being poured. May the pothole rest in peace. ■

Clueless Landscape Act of the Month
For the Weekend starting Friday September 13th, our beloved landscapers Tierra Verde, trimmed the edging at 16521 Grunion and left the clippings on the lawn for the entire weekend. Both residents and realtors showing property were expose to this mess.
However, Ti erra Verde coordinates its maintenance, they need to improve the follow through of their work. Also the edging trimming looked like the an axe was used--jagged and crooked.

Lane, Drive or Circle?
You may have notice that the city sign on Green Lane has been recently changed from “CABANA LN” to “CABANA DR”. Why is this? Well, a new resident gave her delivery address for a package as “Cabana Lane” based on the old sign. But then, she received a call from the delivery company telling her they could not locate a “Cabana Lane” on their maps. She told them it must be her correct address since the

City street sign says “Cabana Lane”. She contacted the City of Huntington Beach to verify the correct street name. After researching the matter the City apologized for the error and told her they would replace the sign with the correct name “CABANA DRIVE”. The City has now replaced the old "Cabana Lane" sign with the new “Cabana Drive” sign. Harbour Vista News has updated ours maps. By the way, the Cabana mailboxes have said for years “Cabana Circle” and has never been changed.

GROUND LEASE EXTENSION
Harbour Vista News has obtained a copy of the MEMORANDUM OF THIRD AMEMDMENT TO GROUND LEASES for Harbour Vista.

The Memorandum was filed with the Clerk Recorder’s office of Orange County on January 7, 2013.

The Memorandum extends the Ground Leases for Harbour Vista for an additional fifteen (15) years from August 31, 2041 to August 31, 2056 (a period of approximately forty five (45) years and eight (8) months.

The Agreement for the extension is by and between the Landowners (the Duc family) and the Ground Lease Holder (Harbour Vista LLC). This Extension IS NOT an Extension of the current SUB-LEASES each homeowner/property owner has with Harbour Vista LLC and makes no changes to the current Sub-leases.

HOA INSTALLS NEW EASY EXIT LOCKS

In the last two weeks, new easy lever exit locks have been installed in both the Phase I and Phase II gates at the Harbour Vista Condo.

For as long as can be remembered, exiting from Harbour Vista and particularly exiting either pool, has required residence to use their property or pool key. This is also an overlooked civic code violation.

HOA Board Member at Large Ramy Eskander spearhead this effort specifically for the Pool Gates. It was approved at the last HOA meeting July 22, 2013. HOA Secretary Cheryl Boyd and Volunteer Barbara Torchio coordinated the installation.

After the locks were installed, On Friday August 9th , Bill’s Fence Company completed the installation by welding security rings around the locks and installing a mesh screens at the pool gates. The mesh screens prevent children and other unauthorized person from entering by reaching through the gate. Bill from Bill’s Fence Company said he was pleased with Harbour Vista calling him immediately to add the pool security mesh for the locks as most his customers call after an accident or trespassing has occurred.

A residence state that this is an overdue improvement to the property and is the “first outstanding accomplished” by the new HOA Board.
